President Muizzu Calls for Ocean-Centred Foreign Policy in Keynote at German Council on Foreign Relations

President Dr Mohamed Muizzu delivered a keynote address at the German Council on Foreign Relations (DGAP) during his official visit to Germany, emphasising the urgent need for an ocean-centred foreign policy to address global challenges.
Welcomed by DGAP leaders including Rolf Nikel, Thomas Kleine-Brockhoff, and Dr Kira Vinke, the President highlighted that oceans remain underrepresented in global diplomacy despite their critical role in climate regulation, biodiversity, and food security. He underscored the Maldives’ inseparable connection to the ocean through its history, economy, culture, and security, while warning of the far-reaching impacts of climate change on small island nations.
President Muizzu pointed to the Maldives’ strategic location at the crossroads of major trade routes and the growing competition in the Indian Ocean. He stressed the importance of safeguarding undersea digital infrastructure through international cooperation and shared norms. The President noted that small states are increasingly shaping global norms by advocating ambitious climate action, stronger marine protection, and inclusive multilateralism.
Concluding his remarks, the President declared that an ocean-centred foreign policy is existential for the Maldives and indispensable for the world. He reaffirmed the Maldives’ readiness to work with Germany and like-minded partners to ensure the ocean remains a space for cooperation, sustainability, and shared responsibility.
In a subsequent Q&A session, President Muizzu elaborated on the Maldives’ approach to ocean security and sustainability, grounded in strong relations with neighbours, respect for territorial integrity, and environmental protection. He highlighted ongoing efforts to strengthen capacity to safeguard the Exclusive Economic Zone (EEZ) and reaffirmed the Maldives’ commitment to global climate action. Reflecting on six decades of diplomatic ties, he noted opportunities to expand cooperation with Germany, particularly in shore protection initiatives.
