MPL Opens EOI for Thilafushi Multi-Purpose Port Project Management Consultant

Maldives Ports Limited (MPL) has opened an Expression of Interest (EOI) to select an experienced firm to serve as the project management consultant and owner’s representative for the multi-purpose commercial port being developed in K. Thilafushi.
The project is being developed approximately 11 kilometres from Malé to help reduce congestion at Malé Commercial Harbour and support trade and economic development in the Greater Malé region.
The planned port will include a quay capable of accommodating two international vessels simultaneously, along with dedicated quays for domestic vessels and boats carrying perishable goods.
The project will also include dredging and land reclamation, container terminal yards, warehouses, utility infrastructure, modern port equipment and operational systems required for the port.
While the engineering design is being carried out separately, construction works will be undertaken through Engineering, Procurement and Construction (EPC) or turnkey contracts.
The selected consultancy firm will be required to support MPL throughout the design, procurement, construction, testing and commissioning stages. Its responsibilities will include project governance, schedule management, cost control, quality control, and overseeing health and safety standards.
Firms applying for the assignment must have at least 25 years of experience in project management or as an owner’s engineer for major port or coastal infrastructure projects. They must also have completed or managed at least three similar projects within the past 10 years.
Joint ventures and foreign firms partnering with Maldivian companies are also eligible to apply.
MPL said the EOI is intended to shortlist qualified firms, and applicants are not required to submit financial proposals at this stage. Shortlisted firms will subsequently be invited to participate in the Request for Proposal (RFP) stage, where they will be asked to submit technical and financial proposals.
The deadline for seeking clarification regarding the EOI is 2:00 p.m. on September 9, 2026, while EOI submissions must be made by 2:00 p.m. on September 15, 2026.
