State institutions have been invited to prepare and submit their medium-term budget estimates for the years 2026 to 2028 to the Ministry of Finance and Development Planning before August 28.
Finance and Development Planning Minister Moosa Zameer has signed and issued official circulars calling for the submission of baseline budgets, budgets for new projects, and projected council budgets for the upcoming three-year period.
The Ministry noted that, under Chapter 4 of the Public Finance Act, it is responsible for preparing the state's annual budget and submitting it to Parliament two months before the new fiscal year begins. As such, the budget planning process for 2026 is now underway.
When proposing new projects, institutions are required to include the expected economic, social, or other public benefits. The circular also directs institutions to propose revenue-generating strategies to help strengthen state finances.
Local councils are instructed to submit their medium-term budget estimates by September 18. Their submissions must include detailed information on block grants, conditional grants, trust funds, and any other additional revenues generated by the councils.
The Finance Ministry aims to align the medium-term budget planning with national development goals, ensuring fiscal sustainability while enhancing service delivery.
