President Dr. Mohamed Muizzu has announced plans to introduce two critical pieces of legislation aimed at addressing the Maldives' escalating drug crisis and curbing gang-related crimes.
In a statement, President Muizzu underscored that the current Drugs Act lacks the necessary provisions for effective enforcement, making it a significant hurdle in tackling drug-related issues. To address these gaps, the government will submit amendments to the Drugs Act by next week, designed to streamline the investigation and prosecution of drug offenses.
The government also plans to present a Gang Crimes Prohibition Bill within two weeks, which will replace the existing law. The proposed legislation aims to dismantle criminal networks often linked to drug operations. President Muizzu expressed gratitude to the public for their ongoing support in tackling these challenges.
Key Provisions of the Proposed Reforms
Death Penalty for Drug Smuggling:
- The revised Drugs Act will impose the death penalty for individuals convicted of smuggling more than 500 grams of specific substances, with 139 drugs identified under the law.
Enhanced Drug Court Authority:
- The Drug Court will gain powers to issue arrest warrants and oversee trials for drug-related offences, responsibilities currently held by the Criminal Court.
Expanded Definition of Drug Trafficking:
- Activities such as financing drug operations or providing resources for smuggling will be classified as trafficking under the new provisions.
Focus on Rehabilitation:
- The amendments will introduce stronger measures for the rehabilitation of drug users, emphasizing treatment alongside enforcement.
The Gang Crimes Prohibition Bill seeks to strengthen legal mechanisms to combat organized crime and its connection to drug offenses. Both bills have been forwarded to the Attorney General’s Office for review and are expected to be tabled in Parliament soon.
